Thanks for posting and putting this together and as we are a bit swamped with the upcoming ACW release, and there is a lot to possibly cover here, and in case there are any outstanding questions, please tag me and let me know and I'll be happy to clarify.

S&I is a must for GE + GB and of no use for the others. Maybe the US could do some stuff with the thing you found out. Super early high level landing craft or something.

I would like to push for changing the effect of S&I in two ways;
1. Non mobilized countries do not compete against mobilized enemies S&I, but mobilized the enemy S&I will lower a non mobilized countries bonus.
2. Imposing a penalty of the difference in S&I between the different blocks to the "catch up" bonus to research only.

For #1, we made this change in version update 1.16.03:
- Spying and Intelligence research bonus for a non mobilized Major, can no longer be affected in any way by a mobilized Major, i.e. Germany cannot decrease a pre war USSR bonus.
The arguments for making this change was that it was otherwise too hard for the USSR to progress in research in some cases until it was mobilized, and then it was really behind the 8 ball once it entered the war. So it is not likely that we'll change back from this.

Does this work vice versa? That is, do non-mobilized Majors count as the "highest" S+I in their alliance to cancel out enemy mobilized majors' bonuses?
Example: USA and Germany both have spy tech level 1. Germany is mobilized, USA is non-mobilized. No one else has spy tech. Does Germany get a +1% bonus from having higher spy tech than all the enemy mobilized majors, or does the USA count to cancel it out even though it isn't mobilized?

From my notes, I have the following, hopefully this answers the question?
-- RULES
-- Only the intelligence levels from fully mobilized enemy majors are taken into account.
-- EXAMPLES
-- UK and Germany are fully mobilized. Higher enemy intelligence levels will be taken into account for either nation.
-- USSR is not fully mobilized, Germany is mobilized. Higher Soviet intelligence levels will not act to reduce the German Spying and Intelligence bonus,
-- and higher German Intelligence will also not potentially reduce the Soviet Spying and Intelligence bonus.

Okay thank you. So if I want to get a bonus for unmobilized USA but also hinder Axis research, then I should research S+I in both UK and USA.

Can you explain this to me? The US have not yet entered the war and have S&I lvl2 - so they should get +2% bonus research per turn. If the minimum per chit is 3%, how can the meter be at 4% ?

For example, research Progression % for the UK from Level-0 to Level-1 would be 5%. The lower advancement value would be 5 / 2 = 2.5 = 3 rounded. Upper advancement value would be 5 + (5/2).rounded = 8. Therefore a random number between [3,8] is applied for a regular advancement for this turn.
But since it has S&I Level-2, the normal progression is 5 + 2% = 7%
Lower threshold would be 4 and higher threshold would be 11.
e.g. 7 / 2 = 3.5 rounded up to 4
7 + 4 = 11

Ah!
I always thought it adds the bonus % as a flat value at the end.
5/2 = 2,5 = 3 and then +2
Knowing this does hardly change a thing. But thank you for the explanation!
