Unfortunatelly that ended a bit prematurely. I'm still very curious about this all in defence of France however. Anyone willing to demonstrate? Don't care whether ELO or not.

I wouldn't suggest removing all xp for bombing or bombsrding empty targets... there are plenty of good reasons to bomb unniccupied hexes...

1. Plenty of MPP targets for strat bombers will be empty hexes.
2. Also useful to bomb cities to disrupt the rails, and enemy abilty to use operational movement, esp prior to invasion.
3. Same with bombarding coastal cities, to disrupt supply chains esp in North Africa, where its a fragile line of supply that runs along the coast.

There is a fine line between getting experience for empty hexes and abusing it. New units need to get experience without taking hits, already experienced units are the issue, they become super units for no risk.
