Radio Detection means that your opponent has given a bunch of orders in that location. It could involve a lot of xAKs being sorted out between East Coast and West Coast home ports. Coming from EC USA they would have to be given a destination of Balboa or Cristobal before they could be routed to a WC USA port. Similarly any that started at WC ports and are destined for EC USA would have to be routed to the Panama Canal zone and then given new orders to go to EC USA. The latter is usually to set up CS convoys to supply Cape Town, and numerous reinforcements start to come in there.
There are not that many warships available from EC USA to go to the WC at this early stage in the game.

Malaya should fall down to Johore faster now that Kuantan landing went well.
Still cant tell for sure are they reinforcing or evacuating Singapore.
Half of 3 Air Division air power is now in the peninsula and getting ready to free the 22 Air Flotilla for the Borneo and Sumatra operations.
21 Independent Mixed Brigade is reserved for Singkawang, 21 Division for Palembang.
Both IJA para brigades are also reserved for Palembang.
Most of the SNLF in South China Sea region
are reserved for Borneo.
Both sides are very conservative in the use of air power, fighters especially.
The allies have thrown some heavy/medium bombers and flying boats at landings that have the chance to sink troop transports unloading.
I fly defensive CAP for cover until I can sweep with superior numbers at normal range.
Enemy bases are already under constant night bombing both in Philippines and Malaya and some missions have scored good hits.
