Sorry. This is a question I can't answer. It is possible he kept his garrison size too small. But this is a guess. STJEAND say his garrison size was not small enough to trigger the Soviets. So I don't know. ¯\_(ツ)_/¯

Between the Russian, Chinese and Indian meat grinders, I think the Japanese are starting to bleed out. It looks like the Japanese are starting to crumble on these fronts. I can easily replace my losses.

It is 120 for the air transport. But once built, the missions are free (they can do one a turn, either para or supply). They can be intercepted and destroyed however...

If it happens (with a successful interception), you will get a message (Something like air supply : failure). It means the air transport was destroyed. I personally do not recall a failure of air supply where the air transport survived.
