Ministry of Navy issued a design request based on the F requirement in 1935.

F class was required to fly and climb fast with a level of defense including armament and in-combat maneuverability.

This requirement was not only for the traditional spotter functions but also for:

1. Air cover for local operations away from a fleet
2. Repelling of enemy reconnaissance planes.

After a modification, Mitsubishi F1M won the IJN production contract with excellent climb rate and maneuverability, and came into service in 1941 with a formal Navy type designation "Type Zero Observation Aircraft".

For me the Pete is the most important seaplane after Jake, or as their roles differ completely, they are equals.

The enemy abandoned the Wake defenders, all of the aircraft have been withdrawn.

Did not attack yet in Wake as there is high disruption but with the fortifications down to 0 should I just do it fast?

As long as the Port or Airfield is still damaged (most likely from the crusier bombardment) the enemy can not rebuild the fort.
I would maybe wait just before the base is repaired or your forces are ready (so that no fort building can be done while your disruption/fatigue gets reduced as much as possible) and then bombard (to increase allied disruption) and attack the same turn.
It depends on your available forces and how fast the allies can repair if this is possible, but with a lot of destroyed engineers in the initial attack I would hope that the allied repair abilities are severely reduced.

Thanks, I was thinking waiting the Naval Guard battalion from Saipan to land and the escorting CA to bombard again.
It risks keeping the KB in the area longer than my own doctrine allows but this is early days, but that is how accidents happen..
