A/c on navS are just looking for ships. If there are searching an area that covers a base they would spot ships anchored or even docked but unless moving in the same direction they could not identify if they are in a TF, they are just ships. But the game needs to be able to report them and that's in three possible ways, docked, anchored or at sea. As it's navS then I don't see why should not make the assumption that the spotted ships are not part of a TF. E.g. If three TKs and a PB where parked in Miri it would be logical to assume they were loading oil or fuel then hauling it away somewhere, hence in a TF. On the other hand you could not necessarily make that assumtion four similar ships parked in PH or Tokyo. It's just a judgement call and as navS is searching an area at sea for ships it's just reporting them as being in a TF. There is of cause FOG, most reports of TF contents are wildly inaccurate unless tracked over time, so to me they are just some ships in that location with further investigation needed.

One last thing just to confuse thing, recon missions will also report ships as being in a TF in a targetted bases. A recon mission is just a snap shot in time while a navS could follow ships?

New manual. p. 199

10.2. Recon flights

"- If an air unit bombs any enemy target, the percentage chance that any given unit in the target hex will have its DL increased is equal to the
Experience of the one pilot chosen at random to take reconnaissance photos divided by 2. If the DL is increased, it will increase by 1."

Now, since I play exclusively against Japanese AI and watch all combat animations, I see lots of small bombing raids during nights. However, never have I heard a single shutters sound during those bombing raids. Thus, I guess this recon by a bombing run only works during DAY. It seems reasonable given the time era, but the manual wording would make you believe it works during DAY and NIGHT.

Your right they don't, daylight only. If you look at page 32 of the guide it is restricted to day only with the exception of FP which, i've only just found out, can or perhaps the word should be spotting for bombardment TF.
