AI units swarming Missouri!

How is it that the union AI is able to get so many units all over the place in such a hurry early in the April 1861 game (especially in Missouri)?
I only play as the confederate player, but I have started a few union games to get a feel for the union's initial positioning and potential early moves. When I do so, I can't do diddly squat as the union player. Most units are locked and it takes several turns to build up new units. So, how is it that when I play as the confederate, the AI has union troops swarming all over Missouri and Kentucky by the 3rd or 4th turn (while also conducting large-scale offensives into central VA!)?
