Popup windowed mode locked to top left?

Subject says it all. In Windowed mode, should the window be locked to the top-left corner of the screen? Just looks kinda strange in 1920x1200 resolution. 
This is not the case in the next version, but it is so in "Road to Victory". Nice mode for getting to other apps while playing though.
