Where's the Royal Navy?

At the start of the '39 Scenario the French have more Battleships than the UK. This makes no sense. At the start of the game the UK has:
Repulse 6/6
Hood 6/6
Q. Elizabeth 6/8
+9 Cruisers and 2 Carriers
The French Navy has:
Lorraine 8/8
Dunkerque 6/6
Strasbourg 6/6
Courbert 8/8
+2 Cruisers and 1 Carrier
At the beginning of WWII in the European Theater, Atlantic + the Med., the RN had 12 Battleships (all considerably better than Lorraine and Courbert), 3 Battlecruisers, 8 CAs plus at least a dozen CLs (RN had a total of 66 cruisers at the start of the war), and 4 Carriers (OK 3 + Eagle). The BBs were 5 QEs, 5 Revenges, and 2 Nelsons. The KGVs arrived during the war (most of them should be in the queue to be deployed during the game since they all were launched either before or within 6 months of the start of the war.
The French Navy had 5 BBs (all early dreadnaughts and very obsolete by '39) and 2 modern (if oddly designed) BCs (the above Dunkerque and Strasbourg) plus 7 CAs and the Carrier Bearn. Richelieu was commissioned in June 1940 and again should be in the queue to be deployed then.
Okay, if the BB units represent multiple ships, why are the sister ships Strasbourg and Dunkerque separate units? Where the hell are the Revenges and Nelsons. How the hell does the French Navy kick the Royal Navy's butt in Battleships and Battlecruisers?
