Hello
What does the numbers in parentheses 12 and 6 represent?
Why are they different from the max values shown on the Destroyer (10 and 4)?

The numbers in parentheses are the maximum number of hexes the ship can travel in one movement phase at each speed. Your 12/6 hexes represents the ship sailing in a straight line toward its destination with no interruptions.
In game, the number will be modified, mostly reduced, by several factors, including any other operations that take place during the phase, such as bombardments, surface combat, maneuvering during air/submarine attack, refueling, bad weather, or other activities.
I not sure why a 35-knot destroyer would have a 10/4 limit. Do those numbers appear on some other screen for this same ship?

The figures show the movement per phase at cruise speed and at full speed (if there are no interruptions). 35 knots for one phase of 12 hours is 420 nautical miles or 10.5 hexes. The DD could in fact travel 10 hexes in the first phase and with the carry-over of the .5 hex, could go 11 hexes in the second phase. Any movement short of a full hex is stored and carried over to the next phase or the next turn.

The max hex movement figure on the TF screen appears to be an estimate. Very fast ship can sometimes make an extra hex because of carry-over but to do 12 hexes consistently you would have to be capable of 40 knots (1 hex per hour, 12 hours in the phase).
