In the current beta patch, we have the following correction:
December 17th 2020 - Beta 10U1
Fixed out of supply fleets intercepting
Fixed out of supply fleets supply interdicting

Malta has no more supply as you can see.

However, we can see the message that
Malta at 161,21 is under supply blockage.
