In the current beta patch, we have the following correction:
December 17th 2020 - Beta 10U1
Fixed out of supply fleets intercepting
Fixed out of supply fleets supply interdicting
Chancellor Gorkon to Captain James T. Kirk:

My sub fleet outside Malta has no more supply as you can see.

However, we can see the message that Malta at 161,21 is under supply blockage.
