How about attaching them to the zone governor and not to SHQ with penalties for beeing out of range/ out of zone?
This would give some relevance to the war stat of the governor and hinder out of area use of militias.

I like this... I always thought militia should have some sort of regional limitations and this seems a nice way of accomplishing that.

Militia are bloody fun to play with.
Each unit is like a bonus force, but its largely irreplaceable.
Some kind of way to deepen this play would be fine and welcome. Having a more effective militia, in terms of range from SHQ would be nice. Involving the Governors, maybe... Having a way to nurture it through the late game would also be cool, instead of having it wither inevitably. Maybe there is a way, but I haven quite cracked the secret of keeping them flowing. New zones, perhaps...
I dont mind that they have sort of ineffective weapons either.
