One ship port reduction

Did something change and I missed it? It used to take two ships to reduce a port. Yet I am playing a game now where a single CA is reducing a port.

Most ports require 2 ships to reduce them but there are several exceptions - often hatched in red.

Capetown, Sydney & Wellington definitely only require 1. Seems Lima does as well.

I am aware of the purpose of the red hatch hexes. This is not one of them. If there are special ports that are reduced by one ship that aren't marked with red hatched hexes, why aren't they identified in some way, and why are they special?

Lima is a special case if Germany gets Peru to join the Axis and is detailed in the Strategy Guide.
I believe the Allied side gets a pop-up message describing that Lima port only needs 1 ship to blockade the port.
