How do you change the operational movement of units in the editor?

Open-ended question, but I'll give it a stab...
Main place for that is in the Movement Costs table under the Campaign tab. Default setting [under "Operational Movement"] is 10%, which means 10% of the cost of the unit in question. Or you can set it to be a flat rate for everything [Operational Movement Fixed Cost].
Alas, unlike all kinds of transports (which have a similar cost scheme), there is no cap on how many Operational Moves you can make in a given turn, tho this has been on various players' wish lists for awhile now.
