US lamenting loss when no loss occurs....

So I placed a defender in Davao and when Manila fell the government was moved to Davao.
I was surprised by this because Davao is labeled an Alternate Industrial not an Alternate Capital.
MacArthur did not appear in OZ, so the game got that part right.
However, the message that the US laments the loss of the Philippines did fire incorrectly as the Philippines has not been lost.
Shouldn't the triggering of that message be tied to the actual fall of the Philippines and not just to the fall of Manila?
I also discovered that Soerabaja is an alternate capital, although not labeled as such.

Correct, it is the loss of Manila alone that has triggered the National Morale script. I will change that.
Just to clarify:
The wording Alternate/Industrial signifies that Davao is an Industrial Center, and also that if the original capital falls, it will be an Alternative Capital.
Soerabaja is not an Alternative Capital, it is however (as marked) a Secondary Supply Center).

Does the DEI have an alternate capital? Did I just misremember what city it is?

Sorry guys,
OLD Syndrome kicking in again.
I keep forgetting I jumped right into modding this game practically out of the starting gate and turned Soerabaja into an alternate capital.
Seems anathema to me that the Nips gain control of the vast area of the DEI in a single week by attacking a single objective. They actually had to invade almost every port in the DEI and kick the defenders out in order to gain control.
I'm considering adding Palembang, Balikpapan, Makassar, Kendari and Ambon to the Alternate Capital list to force the issue. That would, of course require giving the Japanese the additional invasion forces to go after these objectives.
The dearth of units in this game severely reduces the desirability. I've gotta download that MegaPacific scenario and check it out.
