Private Asset Management: How to?

This is a general question with a specific problem. This Private Industry I asset keeps disbanding, or 'closing down'. Game version is 1.27b.

1. Asset shows red.
2. Asset info pane says 'closing down', no reason given.
3. Zone state is good, population is more than sufficient.
This is the second time the asset has been built and then neglected, and it will probably disappear, again, in about three turns. I would like to know if there is something I as a player can fiddle with in order for the zone to use this asset.
I can't find any reason why the asset isn't being run normally. Population seems sufficient; private food is low but present, and they aren't building an more dome-steads. I thought maybe Corporate Control was an issue, but there seems to be plenty of overhead there (38 vs 62max). I know the corporation generates assets, namely Private Labs and Private Industry, such as this one, but they aren't marked as Corporate. So whatever is happening, I suspect it is caused by corporate decision making.
The IP is sorely needed. The entire regime plan is waiting on every little drip of IP.
Any suggestions would be appreciated.
