Runway repair issue

As far as I understand, when a runway or taxiway is damaged, repairs are supposed to begin automatically over time. However, based on my testing, I have encountered an issue where runway repairs do not proceed as expected.
In my test, I struck a 2,600 m runway and its associated taxiways with two LRHW warheads each, resulting in 99.9% damage. Due to the blast effects, nearby facilities such as the control tower were also damaged. However, after the fires were extinguished, no further repair work was carried out on either the runway or the taxiways.
I am wondering whether this behavior is intended, or whether damage at the 99.9% level is effectively treated as irreparable, thus preventing any further recovery.

From my experience repairs do take place but at a very slow pace. If I damage a runway at 99% level, it takes about 24hrs or so for repairs to start making a (slight) difference (at least that is my recollection from past games). What timeframe are you looking at?

You can change the % of damage in the editor.
If you change 99.9 to 90% you will see how it is repaired at double flame, both in the runway and in the taxiway.
At 95% I cannot see it, but perhaps a lot of time is required.
99.9 % is probably dead.

Out curiosity, does proficiency change repair times on air bases? Never tested it.

Proficiency matters.
If ace, you may see they repairing at double flame even if you set the damage to 99%

Based on your suggestion, I set the period to 14 days and accelerated time using double flames. However, while facilities such as the control tower were fully repaired, the runway was still not repaired at all—not even by 0.1%.

Interesting.
Does this happen when the runway is 99.9% damaged, or you don't see any repairs at damages of lower level (eg. 76%)? I am asking because I clearly remember a game of mine when an enemy runway that I damaged being gradually and very slowing getting repaired (i.e. lowering damage percentage)

I am not sure whether this phenomenon occurs only when the runway damage reaches 99.9%, but during testing there was a case where one LRHW missile failed to detonate. In that instance, a taxiway that had been damaged to about 60% did undergo repairs.
As mentioned above, it is possible that this is simply an issue of repairs taking an extremely long time. However, based on the tests I conducted, no repairs were carried out even over a period of 14 days.
