Pilots Exp and Arrival Number

I seem to recall that if you change the number of pilots arriving or their EXP it affects them 12 months later.. So if you modify the 1942 numbers, they actually starting arriving with the new numbers in 1943. Is this true? Or am I misremembering?

Good question - I think it will probably change right away... ( but not the starting pool), but I haven't tested it. For certain, I would have thought that if you change 1943 before 1943, it will work ok. I changed some of this in my mod; I will check to see what is going on.
