How are tactical maps created?

I mean, can the game create a tactical map from any area of the strategic map, or do battles take place only in predetermined areas of each province?

Maps are randomly generated using fractal algorithms with the parameters set by the properties of the province containing the combat and by the terrain which the attacker crossed upon entering the province.

Thanks. BTW, what happens when a side disengages and leaves the tactical map? Could you pursue the enemy and start immediately another battle on a different map, or should you wait for the next turn?

Leaving the tactical map requires calling the retreat, so that ends the battle.
It is possible for the same units to get in another fight that month (particularly if the victor continues movement into the area the loser retreated into) - to encourage this, I normally set my army's movement through the enemy to the a province they are likely to retreat to...
