I'm playing as france in the 1792 campaign, and evertime a battle occurs I cannot figure out how to choose to fight it out as a detailed battle, as the manual says I can. It goes straight to the quick battle screen, I've checked options and always go to quick battle is not checked.

If you have the option setting correct, then you are SOL.
Battles with less than 30,000 men on one side are always resolved using quick combat - no choice.
Make a bigger battle, and you should see a choice. (If you don't see a choice with bigger battles, recheck the options screen.)

Why was the design decision made to not allow detailed combat for armies with fewer than 30,000 men? Just curious...

Probably because the battles are divisional in scale and it wouldnt be a very good simulation of what is going on if you just a very few units on each side.

Is 30,000 the combined totals of the two sides? If so, the designers may regard the results of the majority of the battles this scale predictabe enough to dispense with detailed battle resolution.
