start2.txt and militia garrisons

Crown of Glory: Europe in the Age of Napoleon, the player controls one of the crowned potentates of Europe in the Napoleonic Era, wielding authority over his nation's military strategy, economic development, diplomatic relations, and social organization. It is a very thorough simulation of the entire Napoleonic Era - spanning from 1799 to 1820, from the dockyards in Lisbon to the frozen wastes of Holy Mother Russia.

start2.txt and militia garrisons

I'm creating an alternative Turkish set up in start2.txt, but most of the militia units garrisoned in the cities do not seem to be listed. Which file are their deployments listed in? Thanks in advance for any help.
First wargame: Jedko's 1st edition "The Russian Campaign". First computer wargame: don't remember the name, but it was on punch cards.

Garrison units are automatically created when the scenario starts and aren't in any of the setup files. Each city typically gets one garrison unit; the capitals get three. There is a small chance that a city will receive an additional garrison.
