Ghosts coming alive

Commander – Napoleon at War is the second in a series of high level turn based strategy games. It spans the Napoleonic Wars from 1805 to 1815, allowing players to control France or the Coalitions against it through the entire period or in shorter scenarios. Easy to learn, with fun and addictive gameplay, this is a Napoleonic wargame in the style of the old "Panzer General".

Hi guys, the game mention something when i was playing; it was about beating austria, but to keep eye on them they may return. Later in game this is true they began appearing again. I Could never sit on vienna or berlin, game would not let me. Given time I suppose they could attack me(I'm playing French) again.
Is there a way to permently beat these countries. [;)]

Leave a couple units near the capitol if you have the man power. They will fall quickly if they revolt if you can attack them right away.
Favoritism is alive and well here.
