mmmmm...let me think..is it because without fractional odds serious pro players avoid "23:4" attacks and try to reach "24:4" which is then converted into 6:1 instead of 5:1?

Its not just pro-players.
It was always very silly watching a single factor flown in by the defender from 20 hexes away and shift a whole odds column. And defensive shore bombardment - even sillier effects on the odds column. Try closing the med by taking Gibraltar with the old defensive shore bombardment rules.

And that's an argument for not using fractional odds: it should be hard to focus a side's forces, more attacks being made at lower odds brings the original balance back to the game.
