Finland claim causing game freeze

In the ND39 turn, the Allies claimed Finland. Germany denied the game and the game went crazy...Finland aligned with Germany, not Finnish units, not DOW on Finland my USSR. So...we reloaded. The claim came up again even though Allies did not make it. So Germany accepted so see if the game would move forward. It did.

Now it is JF40. Axis went first and did their impulse. Allies now on Impulse 4 and game will not advance past Choose Actions.

So...we loaded auto saves from earlier in Impulse 4...now the Finnish claim keeps popping up (on the German computer). Game freezes. Attached is the game save. I will also post one of the autosaves from earlier in Impulse 4.

Can we get this unstuck? Will the Finnish claim process get fized?
