There are two categories of targeting and countermeasures, Fleet vs. non-Fleet or “Combat.”

What’s the difference between versions and how are each applied in the game?

According to the Component explanation:

Countermeasures: Value1=countermeasures bonus percentage
Fleet Countermeasures: Value1=countermeasures bonus percentage for fleet

So each ship has a bonus, but when in a fleet there's an additional bonus. Someone correct me if I'm wrong.
