Debug Menu, Can or Where can you edit a city's Culture Group?

In the Debug Menu -

Can or Where can you edit a city's Culture Group?

Example: Religious Fanatics ==> Farmers or Farmers (sub: Guardians)

Or, create a new city hex in an acquired zone with no city (before the same turn ends)?

Get the zone's culture name. Then in Table 239 use Group ID column to change that culture's group. For Farmers it is 102, in subculture ID column change to 6 for Guardians. More culture group values can be looked up in Tables 243/248. Subcultures can be looked up in Tables 490/491.
