How does it work when you capture oil?

How long before you gain production?

I assume you mean when oil fields are captured, e.g. in the Caucasus?

After capture the oil field looks like and works like as it was bombed. It will gradually and slowly return to normal production. As opposed to industrial production it will reach full amount not just the 1/3rd of the original value.

It is damage because locals sabotage it. This was common.

Yes, as long as rail /merchant marine can transport it.
