Max efficiency, normal experience level

I wonder how the AI would behave if I set the experience to normal but the efficiency to max?

Would it be much harder to keep on attacking because the AI got their effectiveness back much faster? Would the AI get more production or just needs less units?
So how would it work?

I have read from players that the settings "Veteran" and "Optimal" give a good challenge
