Pearl Harbor fleet vanished

Playing another player in the 1939 scenario in PBEM++, US "prepared for war" at the close of my Axis turn. Next Axis turn, the US still showed "preparing for war" in the diplomacy window, but when the Japanese declared war, there was no US fleet in Pearl Harbor. I assume my opponent moved it in their turn. Why was the US still showing "preparing for war" if it had already became active and could move? Or is this simply because the US has to declare war or be declared upon?
