Reinforcements not appearing?

Reinforcements not appearing?

I am playing as Britian and I cannot build any more new units, I have the maximum allowed. I received a notification that reinforcments arrived in New York but no new units appeared there. Is this because I am at the max unit limit?

Some reinforcements may arrive under a commander that is already present. Please check.

If this is not the case then this could be a bug, please send all saves of this game (zipped or rar-ed) to info1848@yahoo.com

You should not be able to recruit units that are bound to appear as reinforcements.
