Imposible to assign militia

Playing with Spain, why can't i add militia factors in Cataluña? Is it a bug or i,m missing something?

The counter mix for Spain’s Guard Corps is 10 regular infantry OR militia factors, not 10 regular infantry AND 10 militia factors.

This is clearly an interface issue that has caused some confusion for new players and there is no mention of it in the manual to cover for it.
