PC Operation Wintern Storm and New Game

I'm new to this series, but I have been looking at PC:OWS and considering purcashing. Before I do, I have heard there would be a substantional discount for the latest game for the original owners. Since I don't have a ton of money to spend, has it been mentioned yet what the cost would be and how much discount would be given? Assuming these turn out to be affordable and you can say, you could have an additional customer today:)
