New game starting -- 1.04 and latest patches
One of the games I am in (conspiracy) has folded so I am starting one new one.
OPTIONS
Winter Land Movement No
Guard Commit Yes
Allow PBEM Host Yes
Allow Option Changes during the game Yes
Third Party battle resolution No
PBEM passwords No
Econ Manip Yes
GB/FR War Yes
Leader Cas No
Privateers No
PBEM Quick No
Strait control Yes
Lille crossing arrow Yes
HOUSE RULES (Some borrowed from elsewhere on this forum)
1) We will have a pre-game diplomacy and declarations of war phase. All players will resubmit their identical bids after the initial country allocation, and free pre-game declarations of war can be added at that point.
2) You cannot use a known (in Mantis) game bug to deliberate advantage against another player.
3) GB and FR can only have unconditional surrender; France must take 2 fleets and enforced access; Britain must take Napoleon.
4) Dardanelles Restriction: Unless Constantinople is besieged, you can not sail into or through the Sea of Marmara (the Straits) or blockade Constantinople. Owner of Constantinople excepted, of course.
5) Any controlling country cannot use fleet/corps against any country NOT declaring on minor (or at war with minor) until war is lapsed or minor conquered.
5a) You can not attack a minor that you did not declare war on. Example 1: France and UK are at war. Spain Dows on Portugal. France gets control of Portugal. Britain can not attack Portuguese forces unless War between Spain and Portugal lapses and France gains full control. Example Two: Britain and Russia are at war with France. Britain DOWs against Denmark. France gains control. Russia can not attack Denmark unless war between Denmark and UK lapses and France gains full control of Denmark. Similarly, you can not use DoW acquired minors to take action other than defending/attacking against their aggressor until the initial war has lapsed.
6) Cannot declare war on a minor power with intention of lapsing to give to another.
7) The defender in a multi-corps battle must send his defense choice to a trusted ally.
8) ALL PATCHES INCLUDING BETAS adopted -- sorry about this one but I'm a game beta tester so I need to keep my versions updated.
9) Scenario/Game Editor to be used to fix bug issues in PP, money, etc.

Comment on the rule:
However good intentions there is behind this rule, the formulation is a problem. Making a rule that is based on a players intensions will never work. Particularly in this case, where the rule can be brought up any time between the DoW and some MP gains control of the minor - which could be months - when the lapse of war occurs. And that is - in most cases - the earliest time the intension with the DoW can be questioned.
In short, it prohibits a DoW a month or more after it was done. How do you execute that ??
Another formulation, that occurs to me to be more in the spirit of the game, would involve a penalty in PPs for lapse of war, say:
'Lapse of war with a minor, where no other MP supports the minor or has made a simultanious DoW on same minor, cost -2PPs to the MP, who DoW'ed the minor.'
This can of course be made more complicated by taking a lot of special cases in consideration, but I can't come up with cases where it seems worthwhile.

This works for me either way. I can see the issue with saying "how do you define what is deliberate and what is not?", however I tend to implement rules like this one and say that the rule is for the players' own benefit -- if you want to play with people who are not "cheats" then they will know when they are being gamey and when they are not -- as will everyone else, and pretty soon it will become apparent to everyone who plays properly and who does not.
I've seen lapses of war happen a few times -- in one case I believe was accidental (France DoW on Liege along with 5 other minors and forgot to move troops in to attack) and several cases just bad luck (Turkey advanced troops into Cyrenacia, picked the wrong chits, rolled very bad dice, and got wiped out in the pursuit, not having another corps in the country ended up giving away the lapse of war). In either case I'd be reluctant to deduct -2 PP when this happens -- the player facing the lapse of war has usually been punished badly enough.

If I prod people and we don't get distracted by too many people being away, we can generally get through one game turn (= 1 month) in a week. A bit more if there are some battles on, a bit less in winter when everyone tends to be just sitting and foraging.
A game lasts 10 game years (1805 - 1815) unless there is a winner first. That's 120 months. So to play a full game would take 120 weeks or a bit over 2 years in my estimation.
