chs problem?

I'm playing a CHS full game vs another human. Lunga is just a beach at the beginning. I (allies) have had over 30 engineers there and 15000 supplies for over a week. Nothing is expanding (port, airfield, or forts) no matter what I do. Any ideas? Is this a known bug?

I have that and more at Christmas Island (IO) and after a year it is a level 1 airfield, 43% to lvl 2. I suspect those places that start out (0) are really zeros.

There's 2 kinds of eng in CHS - combat & construction, combats don't construct anything. Also since you're Allied move something like a SeeBee unit there that has construction vehicles & you should start to see it grow. If you expand only one thing at a time it seems to work better.

30 engineers -- that is nothing for a beach ! An 0(0) takes 20X the amount to repair compared to a 0(1) ... come back when you have 200+ engineers doing nothing.
