How pervasive is the mouse lag problem; do most players experience the problem?

If the patch is not going to be out in the next few days, is there any chance of getting a mouse lag hot fix. I have not played the game in weeks, because of the lag issue.

A separate hot fix isn't an option, unfortunately. Our current plan is to have testing of this patch continue through Sunday, and then release it next week unless something else comes up. Since the most recent changes aren't the sorts of things that should cause problems I'd be surprised if another round of testing were needed.

Better, but with limits
Let me explain
I loaded a saved game (France 1796 scenario, it is now early 1810 and France has 73 cities, dozens of units and captured ships, but well below the mobilization limit).
There is a 2-3 second mouse lag when managing the economy if I go to a province from the map and back to the map before I go to the next province.
Alternatively, if I go to the province management screen and scroll from province to province the lag starts at 2 seconds and quickly builds to 20+ seconds. Ultimately, this technique is unsustainable after sequencing through a few cities. The lag continues when I return to the map, but resets after I start a new turn.
So, it is managable, but not optimum.

So the only lag you're experiencing is associated with the Development Advisor, or is there lag simply with selecting provinces on the strategic map?

Only within the development advisor

Specifically, if I scroll from province to province within the advisor, which I often do to adjust manpower allocation sliders, the lag quickly grows (20+ secs) and remains no matter what screen I go to once the lag is established. The lag resets once a new turn is started.

If I enter the advisor from the map, make adjustments within the advisor screen and then go back to the map, there is minimal lag (2 secs).

I suspect that spreadsheet recalculation is the problem. As if it has a critical mass, because the lag is not linear.
It did not present itself until late in the game, when the French had a large number of provinces and when dozens of ships/fleets were captured.

It could be that later in the game the larger game state is causing your machine to cache virtual memory.  Would you mind zipping the save files (both .sve and .rep) of the game that is giving you the lag on this screen and sending them to ericbabe@west-civ.com?  I'll check to see whether I can duplicate the lag on any of our machines here.

Two updates

1) The lag still grows when I make several adjustments within the development advisor whether I scroll city to city or leave the advisor-reenter the map--then go back to the advisor. The lag does not seem to grow as fast in the latter case, but it still grows.
2) I adjusted my virtual memory from 3300 MB to 5000 MB and the lag remained around two seconds regardless of how many cities I scrolled through within the advisor. That is substantially better than th 20 sec lag that I was experiencing.

I do not recall seeing any discussion in the game documentation about virtual memory. It might be worth adding.

Are there any other applications or services running in the background that you might be able to shut down in order to increase the amount of memory you have available while playing the game?

After launching Panzer Corps 2 I went to Other->Options->Video and changed settings to Low or Minimum. No problems with the mouse. Or is it the patch? :)
