1969 association expansion issue

When i try to expand into 1969, there is no option for the proper historical association configuration of 24 teams - 2 divisions per league - 6 teams per division. HELP ??????

Plese ignore this. I am proof that you have done everything to improve this fine game but make it idiot proof. I found my mistake. Again plese ignore this post. many many thanx.
