Pilot Removal

Why do many air groups "remove" pilots from their roster consistently every day/ turn? These are not combat or operational losses.

In order to keep the maximum pilots allowed for every air group, I manually check each and every air group daily and add pilots to the maximum allowable. Seems like I add the same pilots back every day that are removed! Am I missing something?
