Minor Country Control

Can anyone help me here witha rule interpretation.

The situation is, Spain controls all the minors in Italy, Austrian corps are in each of the minors due to being previously at war with Spain, but now in Informal Peace. Spanish Garrisons are in some of the cities , but not Spanish Corps.
Naples is a Spanish Free State, But Great Britain has a Garrison in Naples city and has a Corps in rural area.
Spain goes in to Insability, the minors all go under Austrian Control due to the presence of the Austria Corps, the Spanish garrisons end up in Naples city after bypassing the British Corps and evicting the British Garrison, Naples still a Spanish Free State.
I guess my question is in 2 parts, should the minors be under Austrian Control? as the rule states if an enemy corps is present, and also should the Spanish Garrison be in Naples despite there being a British force present?

I believe this is the relevant rule below
Changing Control

If an enemy corps is located in the minor country and/or an enemy garrison is in the minor country at these times, the minor country does not become neutral but is transferred to the control of that enemy major power instead. Free states whose control is transferred become conquered minor countries. When a minor free state becomes neutral or its control changes, all of its forces are removed, but it’s current fleet strength is stored by the program and will become available if the minor country later again becomes a free state. Garrison factors (not corps, freikorps, or cossacks in garrison) of the controlling major power must be immediately removed from the minor country following the repatriation rules

This is a bug.  Haven't managed to get a clean duplicate of it yet.  Yes, you are correct, the minors should have become neutral.

In terms of the Spanish garrison going to Naples -- yes, it probably should, and the British should probably be evicted.  I'm still trying to find that one.  Is Britain at war with Spain?  If not then it can't garrison Spanish capitals, including minor free state capitals.

yes, Spain and Great Britain are at war.

Our solution, in order to keep the game moving is for Austria to evacuate their Corps then return the minors to a neutral state during the next Diplomacy phase, or do the diplomatic phase and let the program return the corps as t should have in the first place.

Actually, i think your reply is if GB and Spain where both garrisoning Naples.
But in this case Spain and GB been at war for months, and Naples was prior month besieged and GB won, then garrising Naples, and keeping his corps in the area.
I never heard about forces jumping back into a soly enemy occupied capital city, atleast not if you follow EIA rules.

Oh right, yes if Spain and GB are at war then the Spanish forces can't go to Naples.

About the minors, basicly Austria had temp access.

EIA rules did not have any temp access, so EIA does not have a rule regarding what happens to the minors when the owner drops to instability, while neutral corps, with temp access where inside.

So how Matrix designed this would have to play in.

Debatel, can you confirm its a bug from mantis ?

I don't think they should fall under control of the corps that have temp access. I will look into this...

It seems that if *any* nation occupies a minor country that falls out of the control of another major power when the controlling power falls into instability, then the occupying nation gains control.  This should only be true of *enemy* nations, i.e. major powers that are at war with the power that lost control of the minor.  In other cases the minor should become neutral.
