Landing troops in a lvl 0 port

How do you land troops in your own lvl 0 port? I tried to bring in engineers to build up a base, but the TF always come back without landing the said engineers in the base.

Use an amphibious TF.

You will need to land a unit with some Naval Support First.

The 'A Det USN' etc. units are perfect for this.

Once they are landed you will have much better sucess landing 'heavier' units.

The TF has to be Amphibious. And, there needs to be some Naval Support (30 will do the job). When LST's come around, I think they unload just about anything in 1 turn. But, it's a while waiting for those toys.
The older I get, the better I was.
