Two new bugs

We're playing with version 1.07.

First bug, the VP totals for both Spain and Austria appear to have reset last econ phase. They are now at 3% while everyone else is in the 20+ % range.

Second and more serious bug - The movement points for units do not appear to be resetting at the beginning of each turn properly. Last turn we had the problem with a Saxon corps that I reported and Marshall fixed. This turn the Spanish corps had no MP during the diplomacy phase so the game will not let him DoW on a couple of minors (Modena or Parma). It will let him DoW Portugal because one corps in Spain does have MP.

I will email Spanish backup files to Marshall.
