I'll go into a little more detail with the explanation of the changes. First, I want to make it clear that I tried hard not to create anything unrealistic. For example, I did not take 100 squads from a Luftwaffe Field division and give them to LAH. I also tried not to create units on the front-line with large changes because that could unbalance local conditions. Around the Citidel pocket and in other places, some of the PzDivs have been increased a small amount in strength as a byproduct of the changes I made, but the difference is relatively small. At the same time, some parts of the German lines have been made weaker. That aside, let me talk specifics.
1) I eliminated 33 divisions. All of the Luftwaffe divisions, a number of low unit number divisions (eg 17th Infantry), a number of the late war divisions, 4 panzer divisions and one each of a HUN and ROM infantry division. This produced 4,325 squads and large numbers of support equipment. 2,971 squads were sent to the pool, where they stay. The balance were distributed to existing divisions. 4 Panzer divisions received reinforcments for a total of 214 squads (nearly 400 PzDiv squads were disbanded). 20 some infantry divisions received reinforcements as well, the typical reinforcement was 60 squads. I was very careful not to reinforce divisions with high experience, except to the extent I disbanded units with high experience. Since I sent 3/4 of all reinforcements to the pool, I don't think this would be an issue regardless.
I eliminated about 15 infantry divisions reinforcements and 6 PzBrigs. I took these squads and added them to other reinforcements. So for example 176th Infantry division comes in with 243 squads instead of 81 now (the reinforcements are take from 180th and 190th Infantry which come in the same time). All of these changes are highlighted on the "Heer" tab.
2) I made a number of changes to the Pz and PzG force. I started out with the concept of creating PzDivs that had real power, similar to 1939 PzDiv or later war SS div. I created a hypothetical 7 Pz Corps (the divisions are not physically located together) of 3 PzDivs each.
There are therefore 21 PzDivs. Each has 4 Pz battalions, with the 4th battalion often being Stugs, where I took the independent Stug battalions and directly attached them to the divisions. In game terms, this doesn't change that much, because you could do nearly the same thing by attaching independent units to corps. However, in small areas you should be able to amass a little more force because you can attach artillery instead of tanks. I'm not totally certain there are any more independent tank battalions, there may be a few.
In order to "fund" these larger divisions, 5 additions PzDivs were converted to motorized divisions and stripped of most of their armor. The pools gain 300+ Pz-IIIjs and 166 Pz-IVGs. Most of these get re- distributed on the first turn by the way as does the Artillery and Flak from the INF divisions. There are now 18 motorized divisions, all of which are renamed from 1 to 17 and Bradenburg.
3) The last change I made regarding the Luftwaffe might be the most drastic. While the above changes are significant, they all could have been done with relative ease either gradually over the course of time, or even in a big bang in the spring of 1943. I have essentially assumed that sometime after the big loss in 1941, the Luftwaffe abandoned any pretension of being a major combat power, and made a strategic shift to only try to maintain air superiority. That means eliminating all tactical bombing forces and focusing on fighter and fighter-bomber production. The FW-190F and the Bf-110F/G will be the only bomb capable units produced. However, some medium bombers remain in service. Factories were converted based on the "cost" of each plane. Existing planes were converted almost exactly 1:1 per airframe, which should account for factory conversion of some 4-8 months considering a bomber costs 2x as much to make (plane losses should have been less with more fighters vs bombers as well). There would have been efficiency gains as well in only producing, essentially 3 types of planes.
This part of the mod, is certainly very debated and ahistoric, but this overall mod is for fun and this makes a nice what if.
With the release of the new War in Russia soon, I thought I should but this out there now or it would never be played
