treaty options

having finally given france a good stomping i reduced their military readiness to 60% to give other nations a fighting chance against them when they went on a rampage to recover lost glory.5 turns in and their military strength is still 100% and france is giving turkey a beating.

can anyone tell me what other treaty options do not work against the AI so that i can save wasting VP in future?
