Repair of railway line

Railway repair unit will not work and do not know why. Button "RRC" is not active. Units not moved this turn. What conditions must be met to repair the railways?

It is the rail line one hex to the sw of the city 4 hexes sw of your rail unit. It isnt repaired.

Edit- it has caused me problems in the past.

Yep, need to repair that U shaped hex SW of Vilnius. Also, you crossed out of the Northern zone and can only repair 4 hexes max.
