Received extra action cards on load game

I was playing the first tutorial. During the first turn I saved. I converted CAPs to AP for a unit to see how many was needed to hide the unit. Then I reloaded. After the load I had 2 extra action cards that I didn't have when I saved the game.

Edit: It was correct after the load, but as soon as I pressed the Start Game button the extra cards appeared and all AP were restored back to 7. Exiting back to the main menu and loading the game from there worked correctly. The bug occurred when loading from within the game.
