AP's for Combat

I would like to know how many AP's a unit should have to make a good attack. Sometimes I will have 30 or 40 yet the game will not let me attack and would like to know why this is?
Also is one round of combat worth 10 AP's? What determines how long the combat rounds will go if both sides have plenty of AP's?
