Not sure if this intended behavior or not, but...

Playing the Basic Training Air Operations:

Switching to Relief Layer - the map doesn't change to relief layer until you zoom-in/out one or more steps (sometimes 3 steps).

yes this is a current limitation of the map engine. We'll try to improve it in the future but it has less priority than some other UI items.
