Potential DOW bug

We are in SO 39. After accepting the Bessarabia claim, Germany denied the Hungarian / Bulgarian claims against Rumania. The following impulse they align Rumania (automatic) and cannot declare war against any minor. I don't have RaW7 under my eyes, but 2 things seem strange to me:
- Germany did not get a chance to align Rumania the impulse (I5) they denied the claim, allowing Russia to potentially align Bulgaria (which I did not, as in my memory when you deny the claim, you immediately align Rumania and declare war on Bulgaria (entering with Rumanian troops until the Hungarian issue is solved, to be able to attack Greece and then align Yugoslavia)
- on I7, Germany automatically aligned Rumania, but after the US got its sheet, it got no chance to declare war on a minor

As I read the rule, if Russia asks for Bessarabia in I6 then Germany would deny the Hung/Bulg claims in I7 and Rumania would align with Germany in I9.

Germany would have to DoW Bulgaria in I7.
