"Reorganize All" button greyed out

"Reorganize All" button greyed out

I'm having trouble reorganizing (with oil) with the Italians.

The problem is that the "Reorganize All" button is greyed out.
- I presume this is because I have 1 saved oil, and need 2.15 oil.
- But when I click "don't reorg" to get the number down to 1.45 oil (see screenshot), the button is still greyed out.
- The button only turns on when I get it down to 1.00 oil.

And I can't just reorg one unit at a time, because as soon as you get down to 0 oil, you can't reorganize anything at all.

Long story short, I'm only able to reorg 1.00 worth of units, instead of 1.45.

There HAS to be a way to get the Italians re-organized. Unless this is actually how the rules work, and I've been doing it wrong all these years?

Can someone enlighten me?

This is how it works. You can't spend more than you have. If you had 2, you could spend 1.45 and keep one saved. You have to have it to spend it and you have to have it to save it. [;)]

Yes. If you got one oil, you can only reorganise for 1 oil point of units, not for 1,45. That's why it is so important to keep the Chinese oil point available in the game. If you spend it, you can't reorganise any oil dependent unit anymore by the Chinese...
