Not all formations in a hex listed in surrender

I can see them in the destroyed screen, but you can see the Mountain division missing from the surrender dialog, and the infantry division present in the surrender missing from the combat (although present). And numbers suggest the other formation is there. I recall something about this being mentioned before but can't find it.

There are known problems with the listing of retreating/surrendering units in the combat window. We've had these since WitE and can't seem to correct all of them. The key is the loss screen listing of destroyed units. If the unit was destroyed, it should show up there. Was the 148th routed or depleted before the start of the battle?

Unfortunately I didn't look. I suspect it may have been depleted. Everything is showing up as expected in the destroyed units screen. So a unit that is the same hex as the combat but not actually participating due to condition would obviously not show up in the combat results screen?

Yes, I think that's true that it won't be listed in the units fighting (same for city flak).
